Rogers, Paul
'Losing Control combines a glimpse behind the security screens with sharp analysis of the real global insecurities - growing inequality and unsustainability.' The New Internationalist The attacks in New York and Washington on 11th September 2001 took most of the world by surprise. It showed that, for those living in the West, the threat of terrorist attack is now very real. Maintaining control of global security has become a matter of paramount importance to all Western governments. As the war against 'terrorism' widens into a war against particular states who may have played little part in the disaster, the idea that we can maintain global security by desperately clinging to our current security paradigm becomes increasingly improbable. In Losing Control, Paul Rogers calls for a radical re-thinking of western perceptions of security that embraces a willingness to address the core issues of global insecurity. This acclaimed book has already become an essential guide for anyone who wishes to understand the current crisis, and this updated edition contains a new preface and a new chapter which address the specific problems that have arisen since the attack on the World Trade Center and the Pentagon. Drawing on examples from around the world, Rogers analyses the legacy of the Cold War's proliferation of weapons of mass destruction; the impact of human activity on the global ecosystem; the growth of hypercapitalism and resulting poverty and insecurity; the competition for energy resources and strategic minerals; biological warfare programmes; and paramilitary actions against centres of power. 184pp. N.B. When someone enters hospital for examination or treatment, is given a doctor's prescription, receives medication from a pharmacist or has his drugs administered by a nurse, he assumes that his health and welfare will benefit from this medical intervention. But the effectiveness of available therapies should also be viewed from the perspective of potentially negative consequences: adverse drug events (ADE). ADEs endanger patients' safety and increase hospital costs, making reduction of preventable ADEs a crucial and challenging public health issue. This book presents papers from the workshop 'Patient Safety through Intelligent Procedures in medication' focusing on the following topics: the identification of ADE and medication errors in hospital settings; the role of human and organizational factors on ADE and medication errors; and information and communication technologies to prevent or correct ADEs and medication errors. The papers in this book are the work of active scientific experts in the field and confront ideas and experiences arising worldwide and in particular from several EU projects directed at resolving ADE problems. Here is an opportunity to find common ways for solving shared difficulties and for making improvements happen. 225pp.

The push towards greater autonomy is one of the three main trends in every modern educational policy, alongside quality assurance and quality evaluation techniques and the need to devote attention to special - and often disadvantaged - target groups. It is, however, difficult to derive a unified concept of "autonomy" from the comparative indicators which are published on a regular basis and it has emerged that there are significant differences depending on the specific area and the administrative organization of education in the country in question. During the discussions of the annual Congress of the European Association for Education Law and Policy (ELA) in Salzburg (1998) it was apparent that autonomy has to be considered in its various applications. Autonomy for school boards is realised through management, administrative mechanisms, management of staff and pedagogical options. Autonomy of administration requires competence, the willingness to establish an autonomous administration and awareness of each party's responsibility in the educational process. The contents of this Yearbook are an answer to the question of how legislatures are responding to the trend towards greater responsibility, decentralization and autonomy. It is an overview of the efforts made by the Member States of the European Union to apply the principle of subsidiarity. 448pp.N.B.Slight fade mark to base of spine.
