Political and economic developments after the implosion of the Sovjet Union have not been easy, nor have outcomes been similar. In this book the different trajectories of political development in post-communist countries are traced through cases from within the post-communist region that exhibit maximum variation in terms of both background variables and outcome. Six countries - Kazakhstan, Geogia, Estonia, Slovenia, the Czech Republic and Poland - have been selected. Following the Tocquevillian tradition, a 'method' of indirect comparison where in-depth knowledge of a country based on linguistics and history is held up against existing concepts, six country specialists have drawn broad pictures of what characterises 'their' country in terms of political and economic reform, state building and nation building, at the same time placing developments within the international context. The book argues that the elite constellation along two dimensions - consensus about the direction of policy and institutions, and the extent of inclusion of elite interests in decision making - is specific to each country and points to the direction of future developments. 170pp.

This work explores the quantitative and qualitative development of homicide in eastern Finland in the second half of the eighteenth century and the early years of the nineteenth. The area studied comprised northern Savo and northern Karelia in eastern Finland. At that time, these were completely agricultural regions on the periphery of the kingdom of Sweden. Indeed the majority of the population still got their living from burn-beating agriculture. The analysis of homicide there reveals characteristics that were exceptional by Western European standards: the large proportion of premeditated homicides (murders) and those within the family is more reminiscent of modern cities in the West than of a pre-modern rural society. However, there also existed some archaic forms of Western crime there. Most of the homicides within the family were killings of brothers or brothers-in law, connected with the family structure (the extended family) that prevailed in the region. This study uses case analysis to explore the causes for the increase in both familial homicide and murder in the area. One of the explanatory factors that is dealt with is the interaction between the faltering penal practice that then existed and the increase in certain types of homicide. Despite the fact that it focuses on a particular region, the study and the questions it poses have both international and current relevance. The Arbitral Awards of the Cairo Regional Centre for International Commercial Arbitration are compiled, translated and commented on by Dr Mohie Eldin I. Alam Eldin, former member of the ICC International Court of Arbitration in Paris and currently lawyer at the Egyptian Court of Cassation, and have a preface by Dr M.I.M. Aboul-Enein, Director of the Cairo Regional Centre for International Commercial Arbitration. The Cairo Regional Centre for International Commercial Arbitration (CRCICA) was established in 1979 as an independent international arbitral organization with jurisdiction over the Arab countries of West Asia and Africa. The CRCICA Rules, modelled initially on the UNCITRAL Arbitration Rules, were revised in 1998 to take account of changing provisions and practices in international arbitration. The Arbitral Awards of the Cairo Regional Centre for International Commercial Arbitration addresses many significant issues and questions, including the following: do rules of limitation have a role in arbitration?; how greatly do administrative contracts differ from civil contracts in the closing years of this century?; obtaining permissions of works - is this the task of the employer or the contractor?; what can the arbitrator do if several exchange rates apply to the consideration of a contract? This volume contains a collection of arbitral awards made up to 1996, with those made originally in Arabic translated into English. The editors have summarized each award and included commentary where appropriate, and the awards are followed by legislative or statutory articles as relevant.
