Edited By Heuvel, Katrina Vanden
On Tuesday morning, a piece was torn out of our world. A patch of blue sky that should not have been there opened up in the New York skyline. Our city was changed forever. Our country was changed forever. Our world was changed forever. So wrote Jonathan Schell in the first issue of The Nation magazine following September 11, 2001. In A Just Response, some of the most respected figures on the progressive left analyze the causes and consequences of this new American wound in a series of thoughtful, informed, and provocative essays. Selected from The Nation and other sources, these articles counter the bombast and jingoism of so much of the media coverage since September 11while providing informed analysis, provocative commentary, and reasoned debates. The writers in these pages speak out against "Fascism with an Islamic face," jingoism, and the undermining of civil rights, address the confusion between dissent and treason, and articulate a vision of a just response to terrorism. Others reflect on an interview with Osama bin Laden, the concept of "Blowback"modern technological society turned unwittingly against itselfand the American right wing's exploitation of a national emergency to further its political agenda. Also included are dispatches from other countries around the world, brief background histories of bin Laden's origins, the roots of fundamentalism, asymmetrical warfare, and a heated exchange between Noam Chomsky and Christopher Hitchens. 349pp. N.B. Discussion of trade barriers has come round - inevitably it seems - to national regimes of regulatory protection. Indeed, state regulation has the potential to undermine the very legitimacy of the global trading system. A compelling reconciliation between these two paramount values is essential. This text has a twofold purpose: to consider what has so far been accomplished in this mission in the field of international economic law, and to prescribe some solutions to continuing problems. This latter endeavour amounts to a coherent and integrated plan that will enhance the acceptability of free markets to governments, traders, and other stakeholders alike. The challenges analysed in depth here include: the development in the global trade regime of non-trade policy objectives, which still tend to be treated as mere exceptions to general obligations; the built-in emphasis on products rather than measures; the novel risks associated with the development of modern technology; the case-by-case approach of WTO jurisprudence, which generally fails to investigate whether the substance of any given domestic regulation is necessary to the policy goals of the state in question; and the "technical and economic feasibility" of complying with international trade obligations. The author conducts his analysis in a broad context encompassing the WTO system, the European Union, and the North American Free Trade Agreement. He finds that the clash, despite the particular institutional characteristics of these various organizations, is a major concern of them all. The jus gentium of international trade, he offers, is an imperative combining the good faith principle with the communitarian duty to cooperate. Exactly how to go about ordering this imperative is what this book is about. 217pp.

The largest and one of the most fascinating counties in the state. Here the footloose and curious may wander past long forgotten towns and abandoned town sites with colourful names, or range through the sweeping desert lands into the remote high country. There is much to hold the passer by; legends of hidden gold and long lost mines, several of them still searched for by close-mouthed treasure hunters and others intrigued by the age old quest for gold. And some of those historic towns of yesterday, places like Wauconda, Nighthawk and old Molson, still stand, silent monuments to the past and little changed in almost a hundred years. Walk through the brooding recesses of McLauhlin's Canyon and along the banks of rivers with lyrical Indian manes, and you still stalk the West of the 19th Century - and THAT'S Okanogan County. 223pp. N.B. Slight crease to spine edge of front cover.
