Bryan, Liz
Experience history and the outdoors in "Country Roads of Alberta", an intriguing new photographic guidebook that takes you to places you've never been before. Alberta's scenery is as diverse as its topography. Fringed along its western edge by high mountains, the land descends through foothills to stretch into undulating plains sculpted by ancient ice into ridges, hills and deep coulees. Under the changing light of the prairie sky, the rolling landscape reveals tipi rings and medicine wheels - remnants of the first people to call this land home - as well as marks of later civilisation: homesteads, old barns, churches and the graveyards of the first immigrants.Antelope, wild goats, moose, beaver, prairie dogs and birds are among the bountiful wildlife that flourish here. In "Country Roads of Alberta", Liz Bryan guides readers along the back roads of this beautiful landscape. In addition to driving directions and maps, Bryan includes snippets of archaeology, history, geology and other interesting information. The heart of her book, though, is in her magnificent, full-colour photos that celebrate Alberta's many landscapes - some still wild, and all most beautiful. 160pp.

Spector, Horacio
Moral and political theorists who espouse Egalitarianism and Marxism tend to assume that it is extremely hard, if not impossible, to put forward an original and plausible moral justification of classical liberalism. Professor Spector is concerned to build just such a justification. He reconstructs and then criticizes a familiar approach to the moral foundations of classical liberalism which rests on the maximization of negative freedom, and then frames an alternative theory centered in the deontological protection of positive freedom. In doing so he parts company not only with utilitarianism and contractarianism, but also with the theory of natural rights. Among the topics he discusses are the concepts of negative and positive freedom, the notion of a moral right, the connection between positive freedom and personal autonomy, the axiological uniqueness of each human being, and the agent-relativity of moral reasons. 196pp. N.B. Gosling, Philip
Between 1980 and 2000, local authorities in the UK were required by the Local Government, Planning and Land Act 1980, and later by the Local Government Acts of 1988 and 1992, to demonstrate competitiveness in procurement through a statutory Compulsory Competitive Tendering (CCT) procedure regulated by the Secretary of State. Although CCT was abolished in January 2000, its intensive application over a 20-year period has left a lasting legacy in the conduct of local public procurement in the UK. In addition, the interaction of CCT and European law - in particular, that relating to public procurement and the transfer of undertakings - continues to have significance for local authorities throughout the EU. This book is the outcome of research into the effects of CCT on two English local authorities. Its detailed analysis examines the CCT legislation, the principal legal and practical issues that it raised both in the UK and for the EU, its effects on the two local authorities selected for study and the broader implications for local public procurement in general. 294pp.
