One of the most persistent area of conflict since World-War II, the Indo-Pakistan troubles, "celebrated" their 50th anniversary in the second half of 1997 without there being any solution in sight. Since august 1947, when the two new states were created out of British India, there has been almost uninterrupted conflict between India and Pakistan. On three occasions, in 1947, in 1965 and 1971, it has led to war. The first volume of India-Pakistan is a study of the historical background to the conflict, while the second volume provides analysis of the many structural factors, in particular with regard to the political background in India during the first period of conflict. Differences arose out of a post-colonial settlement which was driven by the old British policy of "Divide and Rule", but which was effected in a special way due to the leadership of Jawaharlal Nehru´s and to the suggestions of the Viceroy Mountbatten. This volume also includes interviews with many, politicians and journalists among them, who have been deeply involved in and have an intimate knowledge of the subcontinent and its recent history. 433pp.

This text contains the papers presented at the 1998 Vancouver IBA Conference. The leading experts in international commercial arbitration presented their point of view from their respective countries on the situation of arbitration in Latin America. They reached the conclusion that international commercial arbitration in Latin American countries is in a state of good health, after analyzing: the general ratification of the international arbitration regulatory conventions; the legislative amendments enacted in the different parliaments; and the judicial activity in Latin American countries, in which case law, with its inevitable surprises, follows the lines of the best case law in countries familiar with arbitration. Many ad hoc arbitrations are being held, but, above all, the statistics from the arbitration administrative institutions demonstrate the importance of arbitration in Latin America. The usage of bi- or multilateral treaties of international public law to protect investments, as a basis for setting up the arbitral proceedings for international private law, confirms the prosperity of arbitral proceedings in Latin America.120pp.

With the adoption of extensive human rights standards and their wide acceptance by States and the international community, the time has come to emphasize the implementation of these standards at both national and international levels. International financial institutions and development agencies have a special role to play in this respect, considering the influence and the resources at their disposal. Increasingly, they are acknowledging this duty, not only as a service to human rights but more so in recognition of the contribution which human rights and democracy, and so by extension good governance and accountability, make to political stability and improved economies. This volume is the result of a workshop on the inspection panel which was organized in Lund by the Raoul Wallenberg Institute of Human Rights and Humanitarian Law and co-sponsored by the World Bank. Its purpose is to look for common ground in areas of mutual interest and to offer a substantive collection of ideas which can prove useful for the future work of the inspection panel and similar institutions. Such undertakings must include human rights education and training for the officialdom of national governments and international organisations, as well as for the individuals and groups who stand to benefit from the implementation of the international standards and monitoring exercises, where independent and impartial experts scrutinize the conduct of national and international actors.
