This collection of essays evolved from a colloquium held at the University of British Columbia in 1995 to honour the eminent political scientist and aphorist W.J. Stankiewicz. A theorist and consultant on political decisions, Stankiewicz has been noted for his ability to bring the classical concepts of political science into the decision-making rooms of everyday political action. He has written on concepts such as democracy, ideology, liberalism, equality and justice, authority and sovereignty, violence and social change, property and happiness. Among the distinguished Canadian and American contributors are Alan Cairns, Jean Bethke Elshtain, George Feaver, Barry Cooper, Anthony Parel, Arpad Kadarkay and Ian Ross. The contributors, some of whom were Stankiewicz's students, have not only explored and extended the central ideas of Stankiewicz's thought; they have also applied them to today's political situations. This volume, which brings together papers from a seminar held in Beijing in 1996, contains contributions written by Chinese participants as well as by visiting experts from the West. The different experience of the several authors is represented in the unique balance of the book: all the Chinese contributions point out the importance of the environment in economic development, expressing a determination to measure effects as a means to the successful management of natural resources. They concentrate on rather specific issues within the constraints of the prevailing economic situation, where identification and asset pricing tend to be specified by administrative norms. Several of these papers contain interesting and useful statistical information. The papers by the visiting experts also stress the importance of taking account of environmental aspects in deriving indicators relating to economic development. All the papers reveal that work in this area is still evolving very quickly, sometimes in unexpected directions. This particular juxtaposition of approaches is a valuable record of the situation at a particular point in time when concern about the environment in China is developing rapidly. 189pp.

This volume deals with concepts relating to public productivity through quality and strategic management. It is suggested that quality is not a simple or single concept: it can mean compliance with pre-determined specifications of processes or outputs; it can mean assessment of outcomes or gatekeeping - in other words, assuring the quality of the inputs. There are obvious parallels with measuring productivity - if you cannot get good handles on outputs, then use inputs. This problem of the simple becoming complicated was understood by the Japanese at the inception of their "productivity movement". Having carefully analyzed how Europe had adopted and adapted American productivity techniques and approaches, and being faced with a turbulent system of industrial relations and a poor quality image, the initiators of the Japanese productivity movement came to the conclusion that, at least, a cease-fire and, at best, a treaty had to be negotiated between organized labour, management and government. The resulting 1955 productivity principles are addressed in this book. 271pp.
